You're looking at the the INSTALL-0.95.0 file of some version of
eev-current that came after version 0.95.0.

If you really want to install eev-0.95.0 instead of eev-current then
here are he instructions:

  mkdir ~/eev-current/      ;# but can be any dir (at least in theory!...)
  cd    ~/eev-current/
  wget http://angg.twu.net/eev-0.95.0.tar.gz
  tar -xvzf eev-0.95.0.tar.gz
  make preinstall
  make install
